We are Professional Assist Corporation (PAC), an employee-owned, private corporation operating a group of professional membership associations based in Genesee, CO.
Our primary sister associations include Associated Bodywork & Massage Professionals (ABMP), Associated Skin Care Professionals (ASCP,) and Associated Hair Professionals (AHP).
Each of these is a leading professional association in the professions we serve, offering our members benefits, practice-building tools, and liability insurance to help them be successful in their careers.

Summary:
This is PAC's lead government relations position.
The GR Director reports to PAC's Chairman and supervises a GR Coordinator.
The professions PAC serves are each regulated primarily at the state government level.
Our members do not generally place a high priority on legislative engagement.
It is our job to monitor what is happening on laws and regulations and alert members when a consequential development that may impact their ability to conduct their professional practice merits their attention and engagement.
We begin, with the aid of the Government Hawk legislative tracking service, by monitoring several hundred state bills each year.
Many are chaff.
Others merit a one-page communication to members of the affected profession in the involved state.
A small number of bills call for active PAC engagement - likely a combination of calls, letters, testimony, coalition building, and sometimes rallying members to communicate with legislators.
More often than not, PAC GR staff works in alliance with other GR experts serving the same professions, including coordinating via a monthly Zoom meeting.
In all this work, we operate honestly and with integrity.
Sometimes we simply inform members of the facts of legislative developments and provide channels for them to reach legislators.
Other times, PAC has a clear point of view and seeks to educate legislators about the merits of our position.
While a large proportion of legislative engagement is reacting to the fancies of 5,000 individual state legislators, we do each year set a few specific legislative strategic objectives and seek progress toward achievement of those goals.
In developing these goals, we strive to balance PAC and member self-interest with sound public policy.
As the professions PAC serves have matured, much of the government action has shifted from new legislation to the development and enforcement of rules at a state board level.
PAC's GR Director maximizes member support by building state board member relationships and earning board trust by serving as a resource about what is going on nationally.
A major challenge arose in 2023:

Department of Education gainful employment regulations, becoming effective July 1, 2024, as collateral damage will severely constrain training and financial assistance parameters in selected states and professions.
PAC is responding by encouraging states to revise their minimum education requirements.
Duties and Responsibilities Collaborate with stakeholders, state boards and legislators o Attend key state board meetings, many of which permit virtual participation o Create collaborations with local stakeholders o Work with state boards on policy issues - advocate for our members o Create coalitions within massage and cosmetology communities o Reach out and work with other associations where they are willing o Embrace an estimated travel schedule of 12-18 trips annually, totaling 30-50 days Member Communications o Work with GR Coordinator to draft member communications when bills or regulations are initially proposed and when they are final to inform members of changes o Draft member communications when their engagement is needed on a bill or regulation o Group editing with GR Coordinator and PAC Communications Services and Marketing staffs o Negotiate contracts with legislation tracking and communication service providers o Work with members regarding policy questions - respond to emails and phone calls Supervise GR Coordinator o Set priorities and monitor performance o Edit member communications for accuracy o Assign projects and monitor completion - assist when available o Provide performance reviews and create growth opportunities Manage Department o Approve time clock entries for GR Coordinator o Complete own expense reports in a timely, organized manner o Create and manage department budget Other responsibilities o Make an estimated 25 expired member outreach calls per week (a duty shared by PAC employees) to help members renew their membership Knowledge, Skills, and Abilities Effective, empathic listener Able to quickly assess legislation, regulation, and policy, and interpret potential impact on members Possess superb oral and written skills whether one-on-one or presenting to boards, committees, and interested stakeholders Demonstrate accuracy and thoroughness with keen attention to detail Self-motivated and able to complete work within given time frames Organized, flexible, and resourceful Follow through on issues in a consistent and timely manner Exhibit a proactive customer service attitude with PAC colleagues, association members, and others who are also dedicated to the beauty and wellness professions Maintain confidentiality of company information Able to prioritize, maintain focus, and avoid distractions Qualifications Minimum of two to four years' experience in advocacy Knowledge of legislative and regulatory processes Top-notch written abilities essential Knowledge of and/or appreciation for the massage and cosmetology professions a plus Knowledge of membership communication programs Proficient in Microsoft Office including Excel and Word Law Degree helpful; legal analysis experience essential Membership database experience a plus Ability to work well in team environments Benefits Comprehensive health insurance including group medical, dental, vision, life, disability, and accident options PTO in addition to eight standard holidays, plus two personal days 401k plan with up to 5% employer matching contribution Inclusive workplace--an Equal Opportunity Employer supporting Diversity, Equity, and Inclusion Empowering environment--2019, 2020, 2021, 2022, 2023 Denver Post Top Workplace $400 annual Beauty and Wellness Allowance Compensation Competitive compensation for this exempt position:

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
