Positions under this series may contain, but are not limited to, the following duties:
Soliciting, evaluating, negotiating, and awarding contracts with commercial organizations, educational institutions, nonprofit organizations, and State, local or foreign governments for furnishing products, services, construction or research and development to the Federal Government;
Administering contracts by assuring compliance with the terms and conditions of contracts, including resolution of problems concerning the obligations of the parties;
Terminating contracts by analyzing, negotiating, and settling claims and proposal
Analyzing and evaluating cost or price proposals and accounting systems data;
Planning, establishing, or reviewing contracts, programs, policies, or procedures;
Formulating and administering policies and procedures to ensure achievement of Federal socioeconomic goals, such as those affecting small business, labor surplus areas, and disadvantaged business firms;
Developing acquisition strategies and directing or managing procurements;
Providing staff advisory services in one or more of the specializations in this occupation.
Providing expert advice, assistance and coordination on a variety of operational and crosscutting management issues; and
Performing full range of leader, managerial or supervisory duties;
Performs other duties as assigned.
GS-14 level candidates must have one year of specialized experience at the GS-13 level. Examples of specialized experience may include:
1. Performing procurement planning.
2. Advising program officials in procurement planning meetings.
3. Identifying program requirements for the contract.
4. Serving as contract negotiator, leads negotiations with contractors.
5. Conducting contractor site visits
6. Participating as a member of Source Evaluation Boards.
GS-15 level candidates must have one year of specialized experience at the GS-14 level. Examples of specialized experience may include:
1. Leading or Supervising a contract and/or procurement position.
2. Performing extremely complex, multi-million dollar contracts/procurements.
3. Serving as lead negotiator.
4. Serving as principal contracting advisor and account executive to program management offices.
5. Exercising authority to approve multi-million dollar or complex procurements.
This is an acquisition position. There are statutory requirements as described in the Department of Energy Acquisition Career Development Program. Certification under the Department of Energy Acquisition Career Development Program, FAC-C or an equivalent acquisition program, is required to be obtained and maintained for this position. At the GS-9, 11 and 12 levels, candidates MUST be certified at the Level I (Level II certification must be obtained within 18 months of appointment). For the GS-13 and above levels, certification MUST be at the Level II (Level III must be obtained within 18 months of appointment.) Applicants are required to submit a copy of your certification and/or transcripts to show that these certification requirements are met. OTHER REQUIREMENTS:
You must provide documentation supporting your education claims. Education must be obtained from an accredited institution recognized by the U.S. Department of Education.

Status and Non-Status applicants from outside DOE selected for this position are required to serve a mandatory one (1) year probationary period. A DOE career status employee selected for this position may be required to serve a new one (1) year probationary period, pursuant to 5 CFR 315.802.

Eligible candidates for these positions may have to obtain and maintain a DOE Q clearance.
The duties and responsibilities of this position may require that the incumbent have access to documents and/or material containing Secret Restricted Data which are related to sensitive issues. If it does, the position demands the highest degree of public trust and requires that the incumbent possess a DOE "Q" Clearance.
This position may or may not have been designated as a Testing Designated Position (TDP) subject to testing for illegal drug use.
The selectee must test negative prior to being appointed to this position and will be subject to random testing thereafter. Failure to pass or refusal to take subsequent tests could result in non-selection or disciplinary action, up to and including removal from the Federal service.
New supervisors are required to complete 80 hours of supervisory training of which 40 hours must be completed during your first year as a supervisor. Veteran''s Preference, category rating and tradition rating and ranking of applicants do not apply under Direct Hire.

Basic Requirements for grade levels GS-9 through GS-12:
A.) A 4-year course of study leading to a bachelor''s degree with a major in any field;

B.) At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
_ Below describes how you can substitute your education for experience at the GS-9 and 11 levels. At the GS-12 level, in addition to the basic requirements, you must have at least one year of experience equivalent to the next lower grade.

Education substitution for GS-09 positions:
2 full academic years of progressively higher level graduate education or masters or equivalent graduate degree or LL.B. or J.D.
OR
A combination of specialized experience and education as described below.
Education substitution for GS-11 positions:
PhD or equivalent doctorate degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Qualifying education must have provided the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position being filled.

A combination of specialized experience and education as described below.
Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.
Graduate Education. To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Note - For positions at GS-7 through GS-12, applicants who are qualifying based on experience must possess at least one year of specialized experience at or equivalent to work at the next lower level, that provided the knowledge, skills, and abilities to perform successfully the work of the position, in addition to meeting the basic requirements in paragraph A or B, above.
Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.
Basic Requirement for positions GS-13 and above
A.) Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

B.) A 4-year course of study leading to a bachelor''s degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
C.) Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.
D.) Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.
SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate''s online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service.
In addition to meeting the basic requirements, applicants must meet the specialized experience as identified below for the grade level identified below.
GS-9 level candidates must have one year of specialized experience at the GS-7 level. Examples of specialized experience may include:
1. Participating in the administration of a group of firm-fixed price contracts, requiring the employee to monitor progress of contractors, advise contractors, and coordinate requests for deviation.
2. Reviewing bids and preparing advertisements for public notice.
3. Determining appropriate method of procurement.
4. Preparing and issuing solicitation documents.
GS-11 level candidates must have one year of specialized experience at the GS-9 level. Examples of specialized experience may include:
1. Reviewing procurement requests.
2. Developing procurement plans based on previous history, market conditions, and specifications.
3. Preparing draft of final contracts.
4. Preparing and issuing solicitation documents
5. Performing detailed analysis of bids or proposals received.
GS-12 level candidates must have one year of specialized experience at the GS-11 level. Examples of specialized experience may include:
1. Developing solicitations.
2. Evaluating bids or offers
3. Performing price analysis
4. Planning and conducting negotiations
5. Performing contract administration
GS-13 level candidates must have one year of specialized experience at the GS-12 level. Examples of specialized experience may include:
1. Performing preaward and postaward functions.
2. Reviewing requests for procurement of complex equipment and services.
3. Preparing solicitation documents, analyzing proposals, negotiating with potential contractors.
4. Administering contracts, preparing Department's position on protests, closing out contract. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
