As a Management and Program Analyst, you will:
Develop and implement budgetary policy and procedural guidance for organization, implements administrative management processes, procedures, and tracking systems in support of a range of subject areas, including budget, human resources, procurement, logistics, continuity of business operations, or other administrative programs and processes. Perform a wide variety of administrative, technical, and analytical duties associated with the review, formulation, presentation, and execution of the programs budget. Act in a confidential capacity and serves as an advisor to the Supervisor and Director in addressing sensitive documents related to pre-decisional issues in the area of managerial, budget, personnel, and administrative concerns. Serve as lead support for related multidisciplinary studies and reviews of established budget and financial practices that leads to the establishment or improvements in budget, financial management and business management controls, systems, and processes. Provide pertinent data, prepares reports, memoranda, briefing papers, and other written materials for internal and external use. Produces written materials within very short time frames with little opportunity for review and revision. Experience contributing to policy and procedural guidance for an organization. Experience performing a wide variety of administrative, technical, and analytical duties associated with the review and execution of program budgets. Experience applying administrative management processes and procedures in support of a wide range of subject areas, such as budget, human resources, procurement, logistics, continuity of business operations, or other administrative programs and processes. Experience preparing reports, memoranda, briefing papers, and other written materials for management review and use. Knowledge of energy technologies in order to recognize realistic opportunities for renewable energy efficiency or alternative energy technologies based on practical considerations and cost/benefit potentials. Knowledge of the Energy Policy Act of 1992; National Energy Conservation Policy Act; Title IV, Part B of the Energy Conservation and Production Act; Energy Policy and Conservation Act; Energy Security Act; and the DOE Financial Assistance Regulations. Knowledge of project planning analysis and evaluation to serve as project manager. Knowledge of the principles, methods, practices and techniques of marketing and communication. Knowledge of Federal and departmental goals, policy, programs, projects, and efforts related to assigned program areas. Knowledge of the Federal budget process. Ability to communicate effectively with individuals and groups at all levels, internally and externally, both orally and in writing. Experience refers to paid and unpaid experience. The position requires the incumbent to obtain and maintain Technical Project Officer Certifications. The position requires the incumbent to become proficient with internal systems, including SIMS, STRIPES, CPS, ASAP, FAST, PMC, relevant to successfully managing technical project portfolio. $102,663 - 4133,465, Golden, CO salary:
