Grants Management Specialist

As a Grants Management Specialist at the full performance level, you will:
Assist with the preparation of all documentation required for Funding Opportunity Announcements for financial assistance awards (grants and cooperative agreements) and may participate in the evaluation of applications.
Negotiate some aspects of awards in accordance with applicable regulations.
Resolve conflicts regarding terms and conditions, intellectual property rights, cost-sharing provisions, and proprietary information provisions, with assistance if needed.
Evaluate financial conditions, business integrity, ability, and capacity of financial assistance applicant to manage Federal funds; ensure award actions meet legal requirements.
Perform cost/price analysis of applications, modifications/amends and closeout awards as necessary working closely with Project Officers/Project Engineers throughout the award process to ensure accomplishment of the programmatic mission.
Ensure award actions meet both the legal and independent review requirements; Ensure that current, accurate, and complete data is entered into electronic data systems.
SPECIALIZED EXPERIENCE REQUIREMENTS:
Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.
To qualify for the GS-09:
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-7 grade level in the Federal service.
Specialized experience for this position is defined as:
Experience providing grants-related assistance and services, working independently and collaboratively in a team environment, analyzing and evaluating financial and/or accounting data, providing outstanding customer service, working with electronic records, and completing documents and maintaining official records.
OR Education:
Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR an LL.
M, if related.
OR A combination of education and experience that together meet the qualification requirements for this position.

Knowledge of the principles practices, procedures, and techniques used to solicit, negotiate, and award agreements and process such actions effectively.
Effective communication and interpersonal skills.
Familiarity of business/industry practices sufficient to evaluate, monitor, and review activities of financial assistance recipients.
Skill in oral and written communication in order to present recommendations to higher authority on policies affecting awards.
Ability to present facts and recommendations in clear, concise, logical terms both orally and in writing in order to provide interpretation or guidelines and regulations.
Knowledge of a variety of computer software applications and databases.
Experience refers to paid and unpaid experience.
Examples of qualifying unpaid experience may include:
volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations.
Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
