Grants Management Specialist

As a Grants Management Specialist at the full performance level, you will:
Prepare all documentation required for Funding Opportunity Announcements for financial assistance announcement and awards (grants and cooperative agreements) and may participate in the evaluation of applications.
Negotiate all aspects of awards in accordance with applicable regulations.
Resolve conflicts regarding terms and conditions, intellectual property rights, cost-sharing provisions, and proprietary information provisions.
Evaluate financial conditions, business integrity, ability, and capacity of financial assistance applicant to manage Federal funds; ensure award actions meet legal requirements.
Provide expert advice on the mechanisms to develop agreements for highly specialized and complex research and development, technology deployment, and demonstration projects; Prepare documentation related to the negotiation, award and administration Request and interpret results of audits with input from Cost/Price Analyst, if necessary.
Ensure award actions meet both the legal and independent review requirements; Ensure that current, accurate, and complete data is entered into electronic data systems.
SPECIALIZED EXPERIENCE REQUIREMENTS:
Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.
To qualify for the GS-11:
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-9 grade level in the Federal service.
Specialized experience for this position is defined as:
Experience implementing and managing grants and cooperative agreements and providing grants-related assistance and services; interpreting laws, regulations, policies and precedents governing the administration of assistance awards; and managing financial assistance actions from pre-award administration through close-out with limited supervision.
OR Education:
A Ph.
D.
or equivalent Doctoral degree OR three (3) full years of progressively higher level graduate education leading to a Ph.
D.
degree or equivalent Doctoral degree, OR an LL.
M, if related.
OR A combination of education and experience that together meet the qualification requirements for this position.

To qualify for the GS-12:

Specialized experience for this position is defined as:
Experience researching and applying laws, regulations, policies and precedents governing the administration of assistance awards; Planning and conducting award negotiations independently; evaluating responses to solicitation and proposed actions; and managing grant/cooperative agreements from post-award administration through close-out using seasoned judgement to offer solutions to problems encountered during the process.
Education cannot be substituted for specialized experience at the GS-12 grade level.

Comprehensive knowledge of the principles practices, procedures, and techniques used to solicit, negotiate, and award agreements and process such actions effectively.
Effective communication and interpersonal skills.
Knowledge of business and industry practices sufficient to evaluate, monitor, and review activities of financial assistance recipients.
Skill to analyze procurement issues and the ability to identify alternative courses of action and recommend improvements to standard procedures and terms for specialized requirements, including those requiring significant departures from previous approaches.
Proficient skill using a variety of computer software applications and databases.
Experience refers to paid and unpaid experience.
Examples of qualifying unpaid experience may include:
volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations.
Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience.
