As a Management and Program Analyst, you will:
Be responsible for a wide variety of highly complex energy efficiency and renewable energy programs and projects in an assigned area within the Office, and recommends solutions to program problems of an especially complex, difficult, or sensitive nature. Provides Technology Managers and the Program Manager with recommendations on performance, costs and reporting schedule requirements for assigned project. Provide input on workshops related to Funding Opportunity Announcements (FOA) and on FOA requirement documents. Serve as the Project Officer for assigned project portfolio within the Office for financial assistance projects involving Research, Development, and Demonstration, and Education & Outreach projects. Provide recommendations on technical performance, costs and schedule requirements for financial assistance projects that contribute to the goals and objectives of the Solar Energy Technologies Office; provides policy and technical recommendations to promote efficient use of the Department's resources and to achieve programmatic goals. Prepare pre-award documents for issuance of financial assistance agreements and contracts. Provides guidance and information resources to financial assistance recipients. Participate in and initiate action as necessary to modify or terminate energy efficiency and renewable energy program and project efforts. Advises supervisor and field activities on unusual, difficult or controversial energy efficiency and renewable energy matters. SPECIALIZED EXPERIENCE REQUIREMENTSA qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position is defined as:
Experience managing financial assistance project portfolio; providing recommendations on technical performance, costs and schedule requirements for financial assistance projects that contribute to the goals and objectives of the Solar Energy Technologies Office. Experience with financial assistance awards and a working familiarity with developing a Statement of Project Objectives (SOPO), a Federal Assistance Reporting Checklist (FARC), and award budgets. Knowledge of energy technologies in order to recognize realistic opportunities for renewable energy efficiency or alternative energy technologies based on practical considerations and cost/benefit potentials. Knowledge of the Energy Policy Act of 1992; National Energy Conservation Policy Act; Title IV, Part B of the Energy Conservation and Production Act; Energy Policy and Conservation Act; Energy Security Act; and the DOE Financial Assistance Regulations. Knowledge of project planning analysis and evaluation to serve as project manager. Knowledge of the principles, methods, practices and techniques of marketing and communication. Knowledge of Federal and departmental goals, policy, programs, projects, and efforts related to assigned program areas. Knowledge of the Federal budget process. Ability to communicate effectively with individuals and groups at all levels, internally and externally, both orally and in writing. Experience refers to paid and unpaid experience. The position requires the incumbent to obtain and maintain Technical Project Officer Certifications. The position requires the incumbent to become proficient with internal systems, including SIMS, STRIPES, CPS, ASAP, FAST, PMC, relevant to successfully managing technical project portfolio. $102,663 - $133,465, Golden, CO salary:
