Contract Specialist / PD# 44007-A The Contract Specialist is accountable and responsible for originating and developing acquisition strategies, selecting appropriate contracting approaches, pre-award functions, award of contracts, and contract administration. Serves as a primary contact point to Directors of supported national programs on contracting matters. Advises the program managers of national programs on all technical details of contracting for their products and services. Responsible for ensuring performance of all necessary actions for effective contracting, ensuring compliance with the terms of the contract, and safeguarding the interest of the United States in its contractual relationships. Ensure that proposed contracts are authorized by law and that enough funds have been made available for obligation:
ensure that contracts received impartial, fair and equitable treatment, and request and consider the advice of specialists in audit, law, engineering transportation and other fields as appropriate. Actively participates in conferences and exhibits, initiates meetings with industry. promotes government policies on small and small disadvantaged business by locating new suppliers, meeting with industry to explain policies, providing source information, and advertising Government procurement activity. Performs industry analysis to identify technological changes, market changes, marketing strategies, and competition to determine most advantageous method of acquisition for the government. Serves as technical expert to management, customers, and industry on acquisition regulations and policies. Prepares solicitation documents, incorporates provisions such as cost and pricing standards and documentation requirements, testing procedures, evaluation criterion, socio-economic program requirements, delivery schedules, acceptance terms, and guarantees. Serves as principal contact point for industry and customers to explain or clarify solicitation and/or contract provisions. Performs contract administration functions until final delivery and payment are completed and the contract is closed and retired. Work Schedule:

Work is generally sedentary with no special physical demands. Incumbent may be subject to stress due to changed requirements, short deadlines, limited information, and uncontrollable workload peaks. Visits to VA customer/user and contract sites will be required. This recruitment is for one position with the U.S. Department of Veterans Affairs, Office of Procurement, Acquisition, and Logistics - National Acquisition Center, Commodities and Acquisition Service in Golden, CO. To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Federal employees must include series, grade, step, starting and ending dates of employment on resume. Basic Requirement for GS-13 and Above:
Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4-year's experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. - and - A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields:
accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exceptions:
Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D. Waiver:
When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency based on a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action. One year of specialized experience (equivalent to the GS-12 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes:
Recommending the appropriate contract type or contract method for the product or service being procured. Reviewing statements of work to ensure they adequately describe requirements. Negotiating with vendors to acquire products or services or to address technical requirements, cost/pricing, or other terms and conditions. Interpreting and applying laws, regulations, policies, standards, or procedures to address acquisition issues. Establishing and monitoring acquisition milestones to ensure progress toward award. Serving as contract administrator on awarded contracts. There is no educational substitution for the GS-13 level. APPLICANTS PLEASE NOTE:

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
