As a Deployment Specialist, you will:
Serve as the deputy program manager of Office of Indian Energy's Deployment Program to implement the following deployment programs:
The incumbent leads the research, examination, and study utilizing qualitative and quantitative methods to evaluate management processes and programs involving:
on-request Technical Assistance; Education and Capacity Building through webinars, forums, and workshops; Financial Assistance, including grants and technical assistance to increase access to private capital, including partnering with the DOE Loan Programs Office. Develop systems and procedures for financial assistance, research development, education and capacity building, and make recommendations on policy issues related to congressionally approved bills and Federal and State agency actions. Lead the development of studies and analyses that contribute to successful energy development projects; and serve as a principal advisor to IE management officials regarding the formulation and revision of IE policies and programs. Serve as a Project Officer overseeing and administering complex tribal energy project grants and cooperative agreements, including, but not limited to, energy resource development, energy generation, energy efficiency measures, energy infrastructure, and electrification. Manage the funding opportunity announcement process, and work with the Contracting Officer and Grants Management Specialists to prepare grants and other financial assistance documents (e.g., funding opportunity announcements, technical budget evaluations, and other award-related documents). Solicit applications for funding, and serve as a liaison between the DOE and the recipient organization. Serve as a principle program specialist leads program planning, scheduling, and implementation of technical assistance activities. Gathers, interprets, analyzes, and correlates narrative and statistical information for use by management. Prepares reports and other documentation in support of DOE programs and develops technical briefs specifically designed to analyze and communicate the status of a program area for certain targeted audiences. SPECIALIZED EXPERIENCE REQUIREMENTS:

Experience in conducting research, studies and/or analyses utilizing qualitative and quantitative methods including gathering, interpreting, analyzing, and correlating narrative and statistical information; analyzing and evaluating tribal energy projects and the barriers to Indian energy development; and working with, or for, an American Indian and/or Alaska Native tribal government(s) in some capacity. Skill and ability in applying project management concepts in order to oversee and administer tribal energy related projects. Mastery of oral, written, and visual communication methods and techniques is required to provide technical and policy advice, and to prepare and present information in a clear and concise manner to non-technical audiences. Knowledge of laws, regulations, rules, policies, procedures, and methods governing the administration of Federal grants, other forms of financial assistance. Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include:
volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
