Management and Program Analyst / PD# 44257-0 The incumbent serves as a Management & Program Analyst in the Commodities and Services Acquisition Service (CSAS) of the National Acquisition Center (NAC), Hines, IL, under the supervision of the Director of the CSAS. As a member of the Director's staff, they will participate in the development, assessment, and implementation of management initiatives, policies, and procedures related to the technical mission of the CSAS and numerous contractual and/or administrative issues related to the overall modernization goals of the CSAS. The incumbent is part of the group that leads, plans, and conducts studies and projects to improve management of the CSAS, overall customer service, team work, quality, management process and technical skills, overall growth of staff, change management and sound business practices for the best use of the Service's budget. The incumbent promotes a work environment that emphasizes customer service, high quality standards and creative accomplishment of work. Incumbent will work with the group to research and propose technological advancements to enhance the productivity and efficiency of the CSAS.Reviews, analyzes and evaluates programs, functions and processes to ensure that work performed is essential and contributes to the accomplishments of CSAS objectives and overarching goals. Performance of these functions will require program specific knowledge relevant to both CSAS and other mission partners within the Department to include other business units within the NAC and major program offices within the Veterans Health Administration. Incumbent is responsible for the compliance of acquisition systems, supporting contracting documentation, and processes and timelines outlined in the Federal Acquisition Regulation and the Veterans Affairs Acquisition Regulation in addition to organizational policies and procedures. Information pertinent to this activity may be readily available but will also require gathering and reviewing more complex information from multiple systems such as the Remote Ordering Entry System (ROES) and the Electronic Contract Management System (eCMS). Incumbent will be responsible for scheduling and reporting fixed monthly, annual, and conditional audits to ensure quality and compliance of acquisition systems and related processes as defined for regulatory and ad hoc reporting requirements which are sent to Departmental leadership, other federal agencies, and congressional reporting authorities. In the conduction of these activities, incumbent reviews and recommends solutions to insure efficiency of operations and facilitate improvement. The results of these studies and recommendations are reported to NAC and Departmental leadership as well as other government agencies, to include the Small Business Administration. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Specialized Experience (GS-12):

Knowledge of qualitative and quantitative techniques including statistical analysis, quantitative analysis, linear regression and time series projection techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs, along with knowledge of the mission, organization, and work processes of programs. Knowledge is applied in conducting studies, analyzing findings and making recommendations on substantive operating programs; e.g., commodity management and to conduct studies and analysis to determine effective application of files, records, forms, and management processes. Knowledge of program/project management techniques and tools to enable the incumbent to adequately plan and execute short and long-range project plans independently, and to enlist the assistance of others, especially lower level analysts in the completion of the projects. Incumbent must be able to provide updates and status reports based on proper utilization of project management software or tools. There is no educational substitute for the GS-12 level. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
