Management and Program Analyst/ PD# 44262-0 The incumbent serves as a Management & Program Analyst in the Office of the Director (OOD) of the Denver Logistics Center (DLC), As a member of the Director's staff, he/she will participate in the development, assessment, and implementation of management initiatives, policies, and procedures related to the technical mission of the DLC and numerous administrative issues related to the goals and culture of the organization. The incumbent reviews, analyzes and evaluates programs, functions and processes to ensure that work performed is essential and contributes to the accomplishments of the DLC objectives and overarching goals. The incumbent also provides DLC management with progress and operational reports in the most effective media - written, oral, spreadsheet, or presentation style. Establishing and maintaining comprehensive reporting systems for all operational parameters at the DLC, including numbers of orders, phone calls, shipments, etc., which adequately and accurately reflect accomplishments. The incumbent performs an analysis of operational objectives in all Divisions, including planning, organizing, implementing, coordinating, controlling, evaluating, educating, and improving support operations for the Office of the Director. Researches and prepares special project studies requested by the Director or Chief, Operations Division, analyzing data gathered internally and/or externally; then presents the report to DLC Management, staff or external parties. Must recognize positive and/or negative trends to assess the accuracy of data and to determine future positions for the organization. Serves as advisor and consultant to the DLC Director, Director's staff, supervisors, employees, and union officials. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/24/2020. Time-In-Grade Requirement:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Specialized Experience (GS-12):
Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Expert knowledge of analytical and evaluative methods and a thorough understanding of applying program evaluation and measurement techniques in performing organizational studies/surveys enough to develop issues and present comprehensive studies and recommendations concerning operating programs. Must have expert knowledge of software programs such as Word, Excel, PowerPoint, VATAS, Concur, DLC Production System reports, etc. Requires comprehensive knowledge of:
1) DLC's overall mission, functions, and organization of the agency or component; 2) the principles, functions, and processes of management and the organization of work; 3) agency program operations, processes, goals, and objectives; and 4) evaluative, planning, and analytical processes and techniques (quantitative and qualitative). Knowledge of OPM, VA, OALC, NAC, and DLC HR policies, procedures and guidelines and federal government laws and regulations to provide interpretation of these to employees. Must have knowledge and understanding of relationships with the American Federation of Government Employees (AFGE) local Union and how Union policies affect DLC actions. Mastery of advanced management and organizational principles, and practices as well as a thorough understanding of how regulatory programs are administered to select and apply appropriate program evaluation and measurement techniques in determining the extent of compliance with rules and regulations issued by VA, OAL, NAC, DALC or in measuring and evaluating program accomplishments. There is no educational substitute for the GS-12 level. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
