As a Management and Program Analyst you will:
Serve as an analyst and/or advisor to management on the evaluation of the effectiveness of a program and its operations or a key segment of a broader major mission critical program within a program office, by providing technical guidance and advice on the most appropriate method or procedure of analysis and evaluation to accomplish the mission and ensure optimum management strategy. Develop, manage, and maintain applicable data/information systems by interpreting, reviewing and analyzing broad policies, regulations, procedures, and system(s) requirements to determine their impact on local operations and is responsible for their effective application and for developing adaptation and implementing guidance. Analyze management information requirements to develop program or administrative reporting systems including the systems specifications, data gathering and analytical techniques, and systems evaluation methodology by consolidating data as necessary and reviews to ensure accomplishment of objectives, timeliness, and acceptability. Serve as the Contracting Officers' Representative (COR) for contract task orders totaling approximately $10M providing technical expertise and recommendations for resolution on matters relating to the administration of various assigned contract actions by analyzing and reviewing the process. Study organizational execution via financial indicators, work processes/ requirements, staffing trends, and procurement functions that are interrelated. Gathers information using the iPortal business intelligence tool as well as support service contract invoice spreadsheets; extracts data into reports; analyses; trends; forecasts; requirements SPECIALIZED EXPERIENCE REQUIREMENTSA qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Experience with contract administration practices sufficient to serve as a COR and experience as an analyst providing technical advice on methods and procedures. Knowledge of a wide range of quantitative and qualitative methods, management and project management principles, analytical techniques and review processes for assessment and improvement of programs and organizations and skill in applying and adapting them. Knowledge of contract administration practices sufficient to serve as a COR. Knowledge of principles, policies and practices of requirements for financial, acquisition, procurement, and contracting issues sufficient to evaluate the process. Ability to performing data manipulation, report writing, and techniques for data extraction. Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include:

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
